Ohio Permit & Licensing

OPAL (Ohio Permit & Licensing) is the Ohio Division of Liquor Control’s (DOLC) new online, account-based system for managing all your liquor licensing needs. Through OPAL, you can apply for new liquor permits and registrations across all permit classes, transfer existing permits to new locations or owners, renew existing permits and registrations, and make secure payments using a credit card or Electronic Funds Transfer (EFT).

To access OPAL, you will need an active OHID account. If you need assistance, click the “Help” icon next to the sign-in button for resources on setting up your account and using OPAL.

Manage Permits & Registrations

If you are a new business applying for a registration or liquor permit (retail, non-retail, temporary, or other types) for the first time, or an existing permit holder/registrant, click “Sign In” to access and manage your account.

OPAL Registration Portal

If you are an existing permit holder (retail, non-retail, temporary, or other) or a pending applicant, click “Register” to fill out the registration form. Once your registration is submitted and processed, you’ll be able to access your account and permit details in OPAL.

Charitable Fundraiser Receipts

Qualifying nonprofit or political organizations planning to award spirituous liquor as part of a raffle, door prize, or silent auction in accordance with Ohio law can submit your receipt(s) by clicking “Upload.”

Public Information

Click "View Reports" to search publicly available information regarding liquor permit holders, including ownership information, what permit classes are issued where, and their operational status. You can also find other information on registered products, solicitors, and suppliers.
